Policy dialogue is widely seen as a core instrument of contemporary development cooperation. The extent to which it contributes to effective poverty reduction, however, is not fully clear. The issue that needs tackling in greater depth is how policy dialogue is established and maintained, and how it can bring about changes in choices, actions and behaviour. This paper, meant as a building block in the discussion, takes the embassy as the frontline for dialogue at country level. By way of example, it looks at the case of Zambia.
