In 2008, the Chinese economy stood rigorous tests. As economic globalization has increasingly notable and profound impact, China's economic and technological development zones with intensive operation and export-orientation as basic characteristics present new traits. Firstly, export-oriented development zones in eastern coastal areas receive great impact from global economic slowdown in investment promotion and exports. There is an urgent need to transform the traditional processing trade model. Secondly, raw materials take up a small percentage in the total cost, and categories at the high end of the industry chain show steady development, which indicates the development direction of economic and technological development zones. Thirdly, development zones have basically completed land development and started to shift to industry development oriented toward industry selection, gradually getting into the phase of functional development, which is characterized by innovation and comprehensive planning. Intermediary agencies play a growing role in investment promotion. Fourthly, comprehensive functional advantages gradually replace industry clusters to become development zones' key attraction.
