ECDPM-IEEI-IPAD study on fragile states for EU Portuguese Presidency

The study, being prepared by the two joint appointees of the IEEI-IPAD (Portuguese Institute for Development)-ECDPM Programme, is intended to feed into the EC Communication currently being prepared with a view to EU council conclusions that should be adopted at the joint Development-Defence council in November.
