4TH ESA AMBASSADOR/EC SENIOR OFFICIALS TEXT BASED NEGOTIATIONS 22 SEPTEMBER 2007

The text based negotiations were based on the technical discussion held from 17 to 21 September, 2007.
The negotiations were co-chaired by the EC Director General for Trade, Peter Thompson and the ESA chair H.E Ambassador Naijeib E Abdel Wahab, Lead Amb. Spokesperson on Trade Related Issues, Sudan Embassy, Brussels.
The EC remained non committal in terms of Additional financial resources. The ESA lashed the EC with a foreseen financial gap in the ESA development matrix of 25 billion Euros.
The EC rejected any proposal for a regional sensitive list excluding around 30% of EU imports. The EC had informal consultations with a number of countries, where it showed openness to accept a sub-regional approach to market access ESA maintained its position on the Regional development matrix that it should be binding and form an integral part of the EPA text.
